A House-approved bill to crack down on drivers without licenses has been overwhelmingly defeated in the state Senate. The bill would have made it a misdemeanor punishable by up to six months in jail to drive without having a valid license. Such violations now are civil ones that involve fines.
The bill is considered by some lawmakers and others as targeting illegal immigrants. But a Senate critic said it could apply to underage drivers of off-road vehicles or workers who drive equipment across or along a road.
The Senate's vote was 5 in favor and 19 against.
