Investigators say all of the victims are family members.
Phoenix police on Thursday arrested David Wigton, 57, on seven tentative charges including child molestation, sexual conduct with a minor, furnishing obscene materials to a minor, and obstructing police. Wigton, a supervisor in the state Department of Economic Services, is accused of acting improperly with two teenage boys and a 4-year-old girl. No details were released.
